lpv:translated text	"The fight against terrorism is once again being used as an excuse to provide for restrictive measures and sanctions against governments of third states, natural or legal persons, groups or non-state entities. That is unacceptable, because the report itself acknowledges that in practice, it is difficult to distinguish between types of threats, even though it makes some attempts to do so. We realise that another framework of compliance with international law is needed. We do not accept the policy of double standards in relation to governments of third states, natural or legal persons, groups or non-state entities, assessed according to the interests of the United States or the major European powers. There is no lack of examples. To mention just a few, we have the cases of the illegal occupation of Western Sahara, Aminatou Haidar and other Sahrawis detained in Morocco, and Turkey’s actions against the Kurds and against Cyprus. We therefore voted against this report, even though we agree with some paragraphs in it, particularly where it asks for clarification from the Commission."@en1
