"Mr President, I congratulate the Swedish Presidency on its commendable leadership over the last six months. Regarding the Stockholm Programme, I would highlight the fact that it is trying to give impetus to longed-for common immigration policy. However, certain essential issues have been relegated to secondary status. Within the European Union in 2008, there were 515 terrorist attacks in 11 Member States. Combating terrorism and protection of victims must therefore be included among the priorities of our political agenda, and must constitute a separate, specific category of the Stockholm Programme. Secondly, eight million irregular immigrants live within the area of freedom, security and justice. In that regard, we must strengthen policies for development and cooperation with countries of origin and transit. The European Union must promote the conclusion of repatriation and readmission agreements with countries such as Morocco, Algeria and Libya. The future action plan of the Stockholm Programme, to be presented in mid-June 2010, must consider these aspects."@en1
