"The global economic crisis has had a varying effect on the European Union’s different Member States. The new Member States in Central and Eastern Europe have proven to be the most vulnerable. The reality of the situation has shown that Member States have had unequal access to the instruments contained in the European Economic Recovery Plan. We have also noticed that Member States in the euro area have enjoyed the best protection against the crisis. It is no coincidence that the consequences of the crisis were felt harder in those countries which did not have the benefit of recovery instruments and were not members of the euro area. The entry into force of the Treaty of Lisbon has marked the end of the European Union’s period of institutional reform. Now a joint effort is required to strengthen the European Union’s cohesion. This is a vital condition for the EU to emerge from the crisis revitalised, as a crucial global player. The impact of the social and employment crisis will be felt most in 2010. The new Member States will definitely be its main victims. What we need is an economic recovery plan that is, in actual fact, equally accessible to all Member States. In addition, the terms for joining the euro area must be made more flexible. These obvious measures will contribute to creating a strong Europe, making it a community of half a billion citizens who profess the same values and are guided by the same ideas."@en1
