"If we want to increase Europeans’ sense of security in 2010, we need to implement this budget in an effective and practical manner. This is exactly why we have increased energy security, are supporting the creation of jobs and introducing a microfinance facility. We also support research and development, as well as lifelong learning. We want to help the dairy sector and alleviate, as far as possible, the harmful effects of climate change. We have all achieved this by spending every last penny of the resources received through the multiannual financial framework. However, this means that the budget has become completely inflexible, failing to provide sufficient margin. This is another reason for the great urgency of the mid-term review, which I am also reiterating. The Commission and Member States share particular responsibility for future success. We can only look taxpayers straight in the eye if we use the framework available to us not only lawfully, but purposefully as well. If there are resources available for creating new jobs, the number of jobs will actually increase. If there are other resources available allowing underdeveloped regions to catch up, the volume of the GDP produced locally in these regions will actually grow. Only when we are in control of these conditions can we say that we have received value for our money and that it was worthwhile Europe’s citizens making the sacrifice, because the current contribution to the EU budget of EUR 123 billion is certainly a sacrifice. Mr President, Minister, Commissioner, I hope that this Parliament will give its firm support to the current report which has been tabled, and that on Thursday, we will give Europe’s citizens a good budget which is not only legally sound, but morally sound as well."@en1
