"Madam President, the economies of the EU States are still experiencing the effects of the global economic crisis, but the crisis is having the hardest impact on young entrepreneurs and managers of small enterprises, whose entrepreneurial ideas are, at the moment, not receiving support from lenders. Economic growth takes place when new jobs are created. New jobs are created when businesses have access to finance in order to make their ideas into a reality. Unfortunately, in the current crisis situation, the banks do not want to lend money to enterprises because they are frightened of risk. Private capital has also dried up. In these circumstances, it is usually micro-enterprises and young entrepreneurs that suffer the most. They have ideas for development, but no finance, and it is clear that if these enterprises cannot develop, then new jobs will not be created; the creation of jobs is, however, a prerequisite for emerging from the economic crisis. One solution to this problem is the European microfinance instrument, which plans to allocate EUR 100 million to the development of micro-enterprises and new enterprises, reallocating resources from existing sources of money. In contrast to the large stimulus packages which, over the last year, have been set up predominantly to rescue the financial system as such, this programme is aimed directly at entrepreneurs, not banks. That means that this money will help in the most direct way to create new jobs and will stimulate the real economy. I call upon my fellow Members not to hesitate in taking the decision to establish this microfinance programme. The countries of the European Union are experiencing the crisis now; Europe needs new jobs now; support for new entrepreneurship initiatives is needed right away."@en1
