"I would like to congratulate the Court of Auditors on its annual report on the implementation of the EU budget concerning the financial year 2008. I would like to draw attention to the paragraph concerning the European Union agencies, in which the Court of Auditors states that it has issued an unqualified opinion for all the agencies audited, with the exception of the European Police College. At this stage, it is relevant to recall that we faced a similar situation for the 2007 discharge. The Court of Auditors has published a report containing a statement of assurance with reservations regarding the accounts and underlying transactions of CEPOL, indicating in particular that appropriations had been used to finance private expenditure. The rapporteur asked for the discharge to be postponed for CEPOL, followed by the Committee on Budgetary Control. However, the vote in plenary on 23 April 2009 rejected this proposal by 226 votes for and 230 against, with a massive mobilisation of the Socialist Group in the European Parliament and the Group of the Greens/European Free Alliance. Given that the Court of Auditors has today raised further problems regarding CEPOL, it is essential that we acknowledge the obvious error that was made in granting discharge in April by voting against the opinion of the rapporteur and of the committee responsible."@en1
