"Madam President, we are dealing with an important matter, and I want firstly to say that the management of the budget has got a lot better. There are problems, however, and I wish to mention a few of them. The first is the institutions’ policy on buildings and property. When I was drafting the budget for the 2008 Parliament and other institutions, I noticed that things were not really right in this area. I would hope that we can launch a thorough investigation into why the price paid for properties and buildings of the institutions is higher than the average market price. When the study has been completed, we will know whether there is something dubious about all this or, alternatively, that everything is all right. The second matter I wish to draw your attention to is the situation regarding Romania and Bulgaria, which is something that has already been mentioned here. We know what the problems are, and we have to find ways to help Romania and Bulgaria, so that things can be sorted out. This is also a political issue. After all, what is the point of enlargement if we accept as members countries that cannot organise the management of their budgets adequately? The third matter particularly concerns external actions linked to the United Nations, though in any case, we need to be able to carry out checks to ensure that the public know that everything is in order. More than anything, however, we need to realise that the number of areas free of error has risen, and for that we have to thank Commissioner Kallas and the European Court of Auditors.
