"Mr President, I would like to thank the Court of Auditors for an excellent piece of work and also Mr Kallas – it is good that you are continuing. Hearing the British Members express their criticism is all well and good, but from what I have seen in the newspapers, a lot of British politicians have been less than honest with their money. This does not, of course, mean that we cannot improve, but it remains to be seen whether the situation in the Member States really is so much better than that in the EU. In the areas where the EU is directly responsible for the budget, the errors are small. The shortcomings are with the Member States. EUR 2.7 billion is, of course, a very large amount. It is an unreasonably large amount and it is totally unacceptable. It is a large portion of the EU’s budget and the Member States have a clear responsibility in this regard. As several of my fellow Members have already said, I think that the Commission ought to ensure that those countries that are refusing to release their financial accounts and submit an auditor’s report do in fact do so. As Commissioner or the Commission – you do not, of course, know what responsibility you will have in future – you should ensure that these countries do, in fact, improve so that the information is gathered and the supervision can be monitored. Europe’s taxpayers require this. There is also a need for a better and more efficient monitoring system through which it is possible to highlight examples of good practice. Mr Søndergaard suggested something at the end of his speech which may nevertheless be the way forward, namely to come up with a completely new budgetary system that gives the Member States better control of the cash flows."@en1
