lpv:translated text	"Madam President, the enlargement process has been a resounding success. The latest enlargement has allowed us to come together with those countries of Central and Eastern Europe that were unfairly denied freedom and prosperity after the Second World War. At present, enlargement is focusing on the western Balkans, Turkey and Iceland. I endorse the ideas that we have identified as the guiding principles of the enlargement process in recent years. I mean consolidation, conditionality and communication. That is to say, that we should fulfil our obligations, but not make rash promises on future enlargements. Secondly, progress in the various accession processes is subject to strict compliance with the conditions. The candidate countries must make a determined effort to carry out the necessary reforms. Thirdly, we must all make an effort to communicate with the citizens. The resolution we are to vote on tomorrow highlights the very important issue of communication. In this connection, I should like to reiterate the broader proposal I made on previous occasions, namely that it would be appropriate also to enhance young Europeans’ knowledge of the Union by making this a compulsory subject in the upper secondary school curriculum. Another relevant idea contained in the resolution is the capacity for integration. Enlargement requires existing Members of the Union to take certain measures. Regarding finance, for instance, enlargement calls for sufficient financial resources to ensure that essential community policies such as the common agricultural policy or cohesion policy are not put at risk. I am about to conclude. I should like to point out that as we are all aware, Kosovo is a special case. Unfortunately, however, there are sections of the resolution where this particularity is not made clear."@en1
