lpv:translated text	"The key theme of the Stockholm Programme is ‘Building a Citizens’ Europe’. What this means to me is that, starting from now, European institutions alongside Member States must make progress towards abolishing the borders inside the EU, as citizens continue to face administrative and legal obstacles which seem to prevent them from exercising their right to live and work in the Member State of their choice. This is why the Stockholm Programme must make this key theme become a reality and come up with clearly defined instruments for facilitating access to the Community labour market for all workers in the EU, which is a major symbol of European citizenship. In addition, the current economic crisis highlights even more the need to promote the full exercising of the right to free movement. Improving mobility within the EU, in a common area of freedom, rights and obligations, entails consolidation of the Schengen Area and, as a result, the need to integrate the remaining Member States as soon as possible. Furthermore, this also involves good management of the EU’s external borders, which must be performed in as consistent a manner as possible."@en1
