"Mr President, in spite of the grand declarations that the Lisbon Treaty would improve the function of the European Union, it turns out that it has opened a Pandora’s box. Its provisions are not precise, and not only are they causing controversy, but they are already causing a division among the EU’s leaders. The treaty does not specify the prerogatives of the future President of the European Council, nor does it specify a democratic procedure for election to this position, and the President’s real standing will be dependent on strength of personality and previously held function. It is also difficult to see whether the classic model of national presidencies, which set the tone of EU policy, will be retained. Things look similar with regard to the European Union Minister for foreign affairs. The majority of Europe’s citizens are waiting for an answer to the question as to whether we are moving towards the establishment of a strong European federal state at the cost of the sovereignty of nations and if, in the future, a strong Council President will not want to revert to the antidemocratic traditions of 20th century Europe."@en1
