"Mr President, Commissioner, firstly I also want to thank the rapporteur for an excellent report. I wish to emphasise, however, that in order to make the European External Action Service work, we must also pay genuine attention to the small Member States and each country’s special characteristics in the area of foreign and security policy. It is only by doing that and by having this debate that we will be able to make the EEAS a viable entity.
It is important that the report also mentioned the importance of transparency and democracy. In addition, it is my view that we should stress the importance specifically of the issues of soft security in connection with the EEAS. The European Union was created on the basis of peace and stability, and we can promote these globally, in particular, by means of humanitarian aid, development cooperation, crisis management and international trade."@en1
