As the previous speaker also said, it is three decades since the US Secretary of State, Henry Kissinger, asked the question: ‘Who do I call if I want to call Europe?’ Creating the post of High Representative and an external service will allow the European Union to answer this question. With these functions available, I believe that European diplomacy should be able to play a more active and decisive role in defending the EU’s basic interests, which also concerns energy security.
