"Mr President, now that the Irish referendum is behind us, the European Parliament is again venturing to show what it stands for, and is doing so with great drive and enthusiasm. This report paints a Utopian panorama of an external service that is to implement the Common Foreign and Security Policy (CFSP), which is not yet functional. One striking feature of this report is its heroic attempt to urge the Commission to throw its full institutional weight into the balance. What is the reason for this position? I think that many of my fellow Members wish to use the external service as a Trojan horse to gain control of the CFSP via the Commission. It is a disgrace that the European Parliament and the other institutions still have no idea of exactly how this service is supposed to work. The gradual process discussed in paragraph 4 is a risky institutional venture, pure and simple, and will surely end in institutional tears, if you will excuse the pun."@en1
