"One of the prime objectives of the next European Council will be to ensure the success of the UN Conference on climate change, which will take place in Copenhagen in December. The Council’s conclusions on the EU’s position in the Copenhagen conference are fundamental for ensuring that the EU speaks with one voice. It is important to keep an ambitious negotiating position. The EU should demonstrate that it is united and set an example of leadership, especially by helping developing countries, which will face costs of about EUR 100 billion per year from 2020 in order to adapt to the impacts of climate change and reduce their emissions. Establishing the structure of a funding system for developing countries, particularly the least developed, is of paramount importance, along with defining the sources and amounts of this funding, so as to ensure an agreement in Copenhagen. This agreement will allow a protocol to come into force that will replace the Kyoto Protocol from 1 January 2013 and will ensure an effective reduction in greenhouse gas emissions, while allowing European industry to remain competitive in global markets."@en1
