lpv:translated text	"Mr President, Minister, Commissioner, ladies and gentlemen, I would like to respond to the previous speech. It is absolutely clear that the next meeting of the European Council will be dominated by institutional questions and the process for ratifying the Lisbon Treaty. In the debates on the future direction of the EU, we should, in my opinion, behave towards each other with an appropriate sense of humility and, at the same time, we should calmly respect the sovereign decision-making mechanisms of the various Member States and their constitutional actors. I would now like to return to my own topic. I personally consider macro-regional strategy to be no less an important item on the Council’s discussion agenda. Mr President, ladies and gentlemen, it was already agreed during the last parliament that the Baltic Sea region was suitable for a pilot project aimed at implementing an internal EU strategy for the macro-region and I am therefore pleased that this particular Council decision will most probably be ratified. At the same time, I believe that the time has now come to begin starting thinking about the issue of how to replicate this pilot strategy. If we take a look at the map of Europe in this context, we will see that the greatest differences, whether economic, social or cultural, still persist along the borders between the former socialist bloc and the West European capitalist states. These differences are apparent here in Parliament as well. Twenty years after the fall of the Berlin Wall, we are still talking about the old and the new Member States. Twenty years after the Velvet Revolution, we are still applying exceptions to the free movement of persons when we make use of transition periods for the free movement of workers. These are absolutely clear barriers which should be systematically dismantled ..."@en1
