Your next urgent task is to organise that Commission so that it can serve a Europe that is hauling itself out of the crisis. On that basis, how do you plan to use the inadequate Community tools that are at our disposal so as to optimise them, and how do you envisage dividing up the portfolios so that we can deal with the issues that arise? I am well aware that everything depends on your discussion with the Heads of State or Government, but as President of the Commission, you must share your vision with them. How can we link these strategies that are available to us? How can we divide up the portfolios so as to take account of the lessons learnt from this crisis? With regard to the tools, I will cite just one example. The Globalisation Adjustment Fund is today at odds with State aid strategies that stop us from implementing industrial policies that would help us come out of the crisis. What are your proposals? What mandate are you going to ask the Heads of State or Government for, and how are you going to ask them to divide up the portfolios?"@en1
