"I support the proposed budget for next year so my advice is to vote ‘yes’. Regarding the issue of being careful and rigorous, I agree with you. We have to be extremely careful with all taxpayers’ money, and we have to see the priorities. Today, there is a clear social urgency in some Member States. There are problems of social exclusion and poverty that, I am sure, are a matter of concern to all Members of this House, so we have to see what is the best way. As you know, the Commission has been extremely strict, under the terms of the Stability and Growth Pact, in committing ourselves and the European Union to the rules of sustainability. Of course, we do not think that problems can be solved just by throwing money at them, but in fact there are situations, like the current one, when we believe special attention has to be given to a situation of social urgency. Exceptional measures were needed for what was an unprecedented situation. It is a question, as always, of balance in judgment."@en1
