"Madam President, as our fellow Members have said repeatedly this morning, the problem of financing the developing countries’ fight against global warming may cause the Copenhagen Summit to fail, when we were all hoping it would be a success. As we know, however, these countries are often the main victims of global warming, but they are not responsible for it. The industrialised countries have provided a substantial financial aid package. It is insufficient today, and even the declared amounts are not actually being honoured. This is what obliges us and will oblige us to find new sources of finance. The Committee on the Environment, Public Health and Food Safety, following the lead of the Committee on Development, has acknowledged that there is now a need to consider the introduction of a tax on financial transactions of the Tobin tax kind. This 0.01% tax on speculative transactions would bring in USD 100 billion per year; in other words, the amount that it is estimated will be required by 2020 to combat global warming in developing countries. Therefore, Parliament, in following the lead of certain national political leaders, is assuming its responsibilities. I should like to know the position of the Council and the Commission and whether they will support us on this point."@en1
