"Madam President, the basic challenge which we have before us seven weeks before the Copenhagen Summit is whether or not we shall manage to reach agreement in terms of taking responsibility for the global financing of policies for the moderation of climate change on the part of developing countries. Europe has made important steps by defining sources of financing and ways of organising it, but now the time has come for us to persuade other developed countries to take their share of responsibility, bearing in mind that support for efforts by developing countries to combat climate change also affords an opportunity to combat global inequalities and to narrow the divide between developed and developing countries. There is something else which we must not forget, especially here in the European Union. We are on the point of creating a new order of refugees, climate refugees who are not protected today under any international convention, and, as a result, they have no rights. Closing this legal loophole and substantially supporting climate refugees is a basic obligation of the international community in which the European Union must take a leading role."@en1
