"Regional differences remain a challenge in the context of an enlarged European Union. For this reason, it is essential that cohesion policy supports those regions and Member States that are less developed. That is why we are extremely apprehensive about the recent amendment to the General Regulation on the European Regional Development Fund and the Cohesion Fund proposed by the Portuguese Government to the European Commission. This amendment establishes exceptions to the general rule on the geographical eligibility of expenditure relating to operations with a spillover effect and those relating to technical assistance, allowing funds destined for the convergence regions of Northern Central Portugal, Alentejo and the Azores, to be actually disbursed in the Lisbon area. This amendment may constitute a violation of the principle of economic and social cohesion – a principle that is a cornerstone of the European project."@en1
