"− I believe that it is essential to make criminal proceedings more efficient, while the correct administration of justice must be ensured. This framework decision will contribute to the prevention and resolution of conflicts of jurisdiction, ensure that proceedings are started before the most appropriate jurisdiction, and make the choice of criminal jurisdiction more transparent and objective in situations in which the events are covered by the jurisdiction of more than one Member State. I hope that, in this way, parallel and unnecessary criminal proceedings may be prevented, without, however, leading to increased bureaucracy when dealing with cases in which more appropriate options are quickly available. For example, in cases where more flexible instruments or agreements have already been put in place by Member States, these must take precedence. In fact, the existence of situations in which the same people may be subject to parallel criminal processes, relating to the same events and in different Member States, may lead to violations of the principle, which must be effectively applied throughout the European judicial area. I also support the increased involvement of Eurojust from the start of the process."@en1
