"Mr President, of course I am delighted that the Lisbon Treaty has passed in my country. However, it has been seen this afternoon that the debate on the Reform Treaty has been poised between a reality and a distraction, and we must not stand still in its wake. The reality is that the world has changed fundamentally over recent decades, as a much greater proportion of it is now competing with us in a global market.
Quite simply, Europe must behave more coherently if it is to prosper. The Treaty now obliges the European institutions to be more democratic and more responsive to individual European people. The Charter of Fundamental Rights insists on this. We do not have the luxury of acting only in the interests of our own nations; we need to strengthen the Union which every one of us represents. As we did in our referendum, we need to continue to communicate who and what we are."@en1
