"I welcome all agreements between the European communities and the countries of the former Soviet Union, provided that such agreements are based on equal rights and mutual benefits. If it is established in the report presented to today’s plenary session of the European Parliament that the proposed agreement will help to reinforce and consolidate the Union in Tajikistan and Central Asia from a political, economic and commercial perspective, then I would like urgently to draw your attention to the following considerations which I share with many other people. The agreement must not in any way be viewed as a possible stepping stone to an EU military presence in the area in question. It is absolutely essential to develop the European Union as a peace project, free of superpower or military ambitions. The proclaimed war on terrorism cannot be conducted in the area in question without cooperation from Russia and other neighbouring states. Last but not least, I would like to point out that we must approach the extraction and use of raw materials in a spirit of complete equality and mutual interest."@en1
