"Mr President, we are faced with two issues. The first issue is the crisis. As everyone knows, we need a consistent and common response to the economic and social crisis and thus a European recovery plan to increase investments and to support employment. Europe really must show today that it is more attentive and closer to our fellow citizens when it comes to the difficulties they are facing. It must do more to help those who are affected by the crisis. From that perspective, the situation is urgent. The second issue is finally that of the new development model that must come out of the end of the crisis. It must be a simpler, fairer and more sustainable model, which ensures that finance serves the real economy, which develops new forms of solidarity among Europeans, which takes account of the social and environmental challenges in international trade, and which radically reforms our relations with the world’s poorest countries, and here I am thinking specifically of Africa. In addition to these two major issues there is a democratic requirement that concerns the process for which you, the Swedish Presidency, are responsible. Cecilia Malmström – whom I am pleased to welcome today – knows better than anyone that there are some very important differences between the Treaty of Nice and the Treaty of Lisbon where the appointment procedure is concerned: a simple majority on one hand, and a qualified majority on the other; an appointment on one hand, and a nomination on the other; and a different number of commissioners depending on the treaty. For my part I am really asking you to ensure that the spirit and the letter of the treaties are respected. This falls under your remit, and it is very important for the credibility of our institutions. Thank you in advance."@en1
