"We remain here this evening – actually it is already night – to discuss the implementation of the Treaty of Lisbon. The making of preparations for the entry into force of the treaty and the fact that this is being done in due time is a sign of responsibility. Good preparation for the implementation of a treaty as important as this offers confidence that the European Union functions well, and this will enable it to more effectively fulfil the tasks that citizens of the European Union expect their elected representatives to solve. Perhaps the steps that are being taken are not big enough. Some citizens believe that the Charter of Fundamental Rights is too rhetorical, but the Lisbon Treaty is nevertheless a serious step forward. It is a response to the changed needs of the European Union. By giving their support to the Treaty, the parliaments elected by the peoples of the 26 Member States have done so. Today’s reports show that the European Union is creatively confident, having pragmatically undertaken the planning of the transition stage. We cannot create something new through pessimism and delaying tactics. I thank the rapporteurs for their courage and their ability to create the necessary documents."@en1
