"− The Commission’s ambition to increase investments in energy infrastructure is the latest in a long line of examples of the arrogance that has infected the officials in Berlaymont. The proposed investments are both extensive and costly, and it has yet to be demonstrated that all of these investments should be dealt with at EU level. In total, investments amounting to EUR 3.5 billion are proposed for 2009 and 2010 – money that is to be provided from the Member States’ budgets. As far as Sweden is concerned, this will mean a significant increase in the membership fees by an additional SEK 1.4 billion. The fact that the Commission does not believe it has had time to carry out a thorough impact assessment of such a comprehensive proposal is utterly appalling. The rapporteur for the European Parliament’s report does not seem to be particularly concerned by these objections. Instead, an increase in assistance from EUR 3.5 billion to nearly EUR 4 billion is proposed! Our mandate to work towards less costly EU cooperation leads us to reject this frivolous treatment of taxpayers’ money. However, it should be pointed out that there are very good reasons for continuing to look for ways to improve and develop techniques for separating and storing carbon dioxide. We have voted against the report as a whole."@en1
