"Mr President, I abstained on this report because I am a long-term campaigner for animal rights. This is one of the issues that it is important for the EU to focus on if we are to balance justice with the internal market, and we must insist on market morality.
I have received a number of letters on this issue and constituents across my region express their dismay. They believe there should be greater protection for animals used for scientific purposes.
The reason I abstained is because I wanted to end the capture of monkeys from the wild for breeding purposes and I therefore support the Commission text. Also, amendments that remove the obligation for accurate record-keeping in the user establishment were not supported. Furthermore, I believe that amendments that reduce the commitment to the three ‘R’s – replacement, reduction and refinement – needed to be supported. I also believe that the accommodation should be tailored to the experiment and accommodation should be part of the project authorisation. I want to avoid animal suffering and ensure we have humane methods of killing or at least less painful. That is one of the reasons why I abstained because I did not feel the report went far enough."@en1
