Since the communications industry manages data transmission, it has de facto control over democratic discussion and the access to knowledge. It effectively controls our access to trade and more generally controls the circulation of information. According to the terms of the Telecom package, as negotiated at present, network operators will be able to block access to websites, content, applications and anything else. For this reason, in my recently tabled question, I warned that the risk of limiting the freedom of the press, of thought, of speech and of association, as guaranteed by the EU Charter of Fundamental Rights, is round the corner when a national government, as was about to happen in Italy, or a communication industry is able to take responsibility for blocking a website at its own discretion, whether its content is illegal or not. The latter is the main fact that leaps out: the possibility of blocking a website even when no crime is in progress, pending or instigated. It is certainly a good idea to safeguard the national role in managing the radio spectrum, because we must guarantee and take due account of the specific features of national systems, but the compromise text that we approved in April contains certain elements that are undoubtedly encouraging in terms of consumer protection and, more generally, privacy, the fight against spam – I am about to finish – and everything else.
