"British Conservatives share to some extent the concerns in this report that there are serious civil liberties issues about some abuses in the practice of carrying out profiling in a small minority of cases, and welcomes the fact that the European Parliament is seeking to draw this to the attention of Member State governments. We believe, however, that our law enforcement authorities need to be able to use adequate tools for them to carry out their tasks effectively, of which profiling, particularly intelligence-led profiling, is one. We could not, however, support this particular text, as the tone of the recitals in particular is unbalanced and overly alarmist. The rapporteur calls for the principle of proportionality to be observed, which makes it a source of particular regret that this principle was not respected in drawing up this report."@en1
