However, I could not support the overall report because of the inclusion of issues which I believe to be, and indeed are, matters of subsidiarity – that is, the competence of the Member State – and therefore not issues about which the European Parliament should adopt a view. The subject of eugenic practices is one such subject which, through the adoption of Amendment 15, was included in this resolution. I did not support Amendment 15. This subject is a matter for subsidiarity, and not for the European Union, which does not, and should not legislate on eugenic practices. So I could not support the overall report."@en1
