"Mr President, I have had a problem with this directive for quite some time, because the title does not actually reflect what is going on within the directive. Some of the speeches we have heard today about job creation schemes etc. reinforce my concerns. A lot of the issues involved are, as we know, issues about choice and payment, and this is therefore as much about social security as it is about health care. This week, we actually updated the regulation that is the part of our system that already ensures cooperation and already ensures that, if there is an urgent need, health care cannot be refused in another Member State. I would urge Members to read what that regulation now says. This directive is about choice. It is about money following patients’ choices, and I would urge people not to confuse the two different systems, as certain of the amendments do. In my opinion, because we have these two different philosophies we also need a double legal base."@en1
