"Mr President, we are in the midst of a European election campaign – an election campaign in which we have to forge a closer relationship with European citizens. Here we have a piece of legislation which does forge a close relationship with European citizens. Let us seize this law and put the patient centre stage. As one of the rapporteurs for the Group of the Alliance of Liberals and Democrats for Europe, my focus group is a man of a type which all of you will recognise from constituencies. I come from a country in which, whenever I go to the supermarket, I see a man riding a moped with a wooden box on the back. This man is at the heart of patient mobility, because everyone should be able to travel abroad and receive treatment, if they so wish, regardless of their pay packet or savings. Those patients who want to travel are, in fact, quite few in number. It is only those who are desperate who travel abroad. However, just because my man on a moped is actually able to travel does not mean that he should have to spend his own money on travel. Fortunately, there is broad agreement in the House that the individual patient should not have to pay out of his own pocket. This is truly an improvement on the Commission’s proposal. The ALDE’s core amendment has been to appoint a European Patients Ombudsman. Thank you for endorsing it. The precise role of the Patients Ombudsman will be to ensure that the EU citizen, the patient, is able to exercise the right conferred on him or her by this piece of legislation. The ball is now in the Council’s court. It is now in the court of the ministers who constantly tell us that we must get more in touch with EU citizens. But what I am saying is that the EU must get more in touch with EU citizens. Here is a case which is being handed to you on a plate. Seize it! Let us not waste this opportunity!"@en1
