"Madam President, for the success of an undertaking like the creation of a uniform energy space, common and coordinated investments in the energy infrastructure are essential. A key task is to increase the generating capacity of European power stations and develop the cross-border network. At the same time the good of the environment and the guidelines of the climate and energy package should be kept in mind. Another challenge which appears when harmonising the EU energy market is the matter of ensuring security of supplies of energy sources from outside the EU.
For economic reasons as well as for reasons of security it is necessary to strive for diversification of supplies and increase efforts to develop the European energy system. Finally, there is a fear that opening the energy market fully to competition may be a danger to the poorest people of the EU, who often are not able to pay their bills regularly. It is worth considering at this point possible instruments which would guarantee that such people will not have their electricity cut off."@en1
