"Mr President, I voted in favour of the resolution, and there are at least two important issues in the document I would like to clarify my position on. At the beginning of his term in office, President Medvedev made a public commitment to strengthen the rule of law in Russia and raised concerns over the independence of Russia’s judiciary and legal system. This is pointed out in our resolution, and I support the position. It is time for action. It is time to prove the President’s words were not just pure rhetoric the international community wanted to hear. In our resolution we also raised concerns with the Russian Government regarding its decision to recognise Abkhazia and South Ossetia as sovereign states, to sign military assistance and cooperation agreements with the de facto authorities of those two provinces and to establish military bases there. Those steps undermine the territorial integrity of Georgia as insisted upon in the relevant United Nations resolutions. So we should call on Russia once again to reverse its decision and to maintain that Russia cannot be regarded as an impartial moderator in the peace process."@en1
