"Reducing energy consumption and efficient resources management are nowadays fundamental principles for a large number of socio-economic actors. In fact, since the introduction of the Community eco-management and audit scheme in 1993, roughly 4 200 organisations have been registered in this programme. I feel that it is necessary to consolidate this scheme by expanding the number of organisations which apply it and to recognise it as a benchmark eco-management scheme.
Romania’s Parliament Palace consumes as much power as a town with 20 000 inhabitants. I have already suggested to the institution’s management to join this scheme as soon as possible. The particular attention focused on small organisations, such as SMEs and local authorities, is, in my view, an important step towards expanding environmental performance on the largest possible scale.
I would encourage the Commission and Member States to make efforts to promote EMAS, especially by awarding incentives in return for participation. As regards the monitoring of progress made by EMAS, this will lead to acceptance of the scheme and the creation of conditions for positive development in this area.
I think that the rapporteur’s suggestion to introduce a user manual is welcome at a time when the language and requirements stipulated will become more accessible via this document. At the moment, an annual reporting cycle is used, which I find to be adequate and I do not see why there would be any need to introduce a new three-year cycle, which would end up being confusing. Although EMAS must still prove its viability and efficiency, I support the continuation of its use for as long as is necessary, with the main aim of preserving the integrity of the environment.
