"Having been involved from the start in the formulation of the Auken report, which has garnered the support of both the Spanish and the European people, I have defended its content wholeheartedly. I fully support this report because it clearly reveals the involvement of all the Spanish administrations, from central government to the autonomous regional governments, to the local authorities, in developing an economic model based on urban speculation, which has been devastating for the environment, the economy and social development in Spain. This report, which has withstood pressure from the People’s Party (PP) and the Socialist Workers’ Party (PSOE), highlights the leniency of both political and judicial resolutions on this issue, which has led to impunity within the authorities. It also includes the declaration of a moratorium on those development plans that do not comply with the criteria of environmental sustainability and social responsibility, so that irregularities can be investigated and a policy of can be avoided. Furthermore, the report requires the Spanish Government to set up a working party in which all the administrations will participate. It calls for a public debate about urban planning in Spain, which will allow legislative measures to be adopted against speculation and unsustainable development, and will put an end to legislation practised in autonomous regions such as Aragón and Valencia."@en1
