lpv:translated text	"Madam President, Commissioner, ladies and gentlemen, the debate in which I should like to be taking part would be the one aiming to end all aid measures for the most deprived, due to these having become unnecessary. Unfortunately, this is not the case at the moment in Europe and the world. In the European Union, many families affected by unemployment or social exclusion have seen their incomes become inadequate to meet their most basic needs and, as a result, we owe them our solidarity. The Commission proposal that we are debating merits our approval, all the more so as we must now, as in the past, find yet another way of easily disposing of our surpluses. That is not the point today. It is even justified for the financial allocations for this programme to be increased. I also congratulate the Commission for proposing that this assistance should come from the agricultural budget. No group shows solidarity more than farmers and no communities are more involved in mutual aid than rural communities. I am sure that European farmers will take great pride in sharing part of the agricultural budget with those who are most in need. My political group will therefore reject the proposals of the Group of the Alliance of Liberals and Democrats for Europe, which question the legal basis of this regulation. The Commission proposal can and must, however, be improved. The Siekierski report, and also the amendment that the Socialist Group in the European Parliament will table in plenary, are good contributions which improve the proposal, particularly with regard to the eligibility of storage costs and the comprehensive Community financing of the programme. I therefore call on plenary to adopt this report and on the Commission to accept Parliament’s contributions."@en1
