". The conclusions drawn by the Council are consistent with the crisis which Member States are going through. We must welcome as an extremely positive result the agreement on energy projects and broadband Internet. The inclusion among these projects of the Nabucco gas pipeline and the interconnections between Member States, such as those between Romania, Hungary and Bulgaria, may help avoid a crisis similar to the one in January 2009. Using energy sources from the Caspian Sea region and making the most of the Black Sea’s strategic location are an essential condition for guaranteeing the European Union’s energy security. The policies developed as part of the Eastern Partnership must include without fail the maximum possible use of these areas for the European Union’s benefit. I was surprised that the recommendations made by the ECOFIN Council did not take into account the measures which the new Romanian Government announced through its government programme and has started to implement by adopting the 2009 budget. Decentralisation with the aim of strengthening local autonomy and the channelling of resources into investments in priority areas like infrastructure or energy in order to preserve and create jobs are two of the measures already initiated by the Romanian Government. The reduction of expenditure through budget allocations and the launch of education system reform as a priority are other measures which can be added to this. The implementation of the proposals included in the Council’s economic recovery programme, particularly with regard to bringing forward the allocation of resources as part of the European programmes, and the approval of state aid, especially in the car industry, would provide real support for reducing to a minimum the effects of the crisis, not only in Romania but in very many other European Union Member States as well."@en1
