"Mr President, with the Lisbon Strategy we are ensuring that Europe is able to continue to compete with the rest of the world economically. Clearly, that is only possible if everyone really does participate and if we ensure a good living environment, including in developing countries.
The agreement at the EU summit last week is not strong enough to instigate a new, sustainably-oriented economy. The economic crisis, the climate crisis and the energy crisis demand a new approach and that approach demands the necessary investment. The European Union must take a lead in that regard. We had expected an agreement on the funding of the Bali and Poznań climate deals. It is worrying that no such agreement was reached at the EU summit after protracted negotiations by the Ministers for the Environment and for Finance. Where is the EU’s leadership when it comes to tangible funding? Kicking the funding of the climate plans for developing countries into the long grass represents a serious undermining of the climate agreements. That is not the leadership that is needed in the run-up to Copenhagen."@en1
