I disagree, in fact, with the approach adopted, which often proves unsuitable for meeting the needs of the African side, including both the institutions and the private sector. In this respect, moreover, greater efforts are also needed from the African parties to ensure that a broad spectrum of civil society is truly involved in implementing the partnership agreements. The partnership strategy put into practice so far has only delivered modest results, which have remained well below the expectations and targets set. Since the first Action Plan ends in 2010, I do not think it will be possible to achieve those targets. I repeat that I am opposed to the report on those grounds."@en1
