I would say, now that the European Union is a Community of 27 Member States and 480 million inhabitants, that management and administration need to be simplified and made more efficient. Activity Based Management and Budgeting clearly allow for that, with power and responsibility being divided at appropriate levels, to make for responsible management and the efficient implementation of programmes. Finally, I wish to thank all of you, and I especially want to wish Mrs Grybauskaitė every happiness and success in her future challenges.
