"Mr President, Commissioner, ladies and gentlemen, I note that there is a large consensus in this House regarding the legal basis for the European Investment Bank’s new External Lending Mandate.
As the EIB representatives arrived late and did not hear my initial speech, I would like to bring to their attention the fact that the matter is now being decided in the context of a codecision procedure and that the European Parliament is no longer a pushover, as it has been up till now in matters to do with the European Investment Bank.
The EIB will no longer be able to count on the support of a few trustworthy Members in the future. In the codecision procedure it will require the broad support of the European Parliament. For that to happen, the EIB will need to make its practices more constructive in relation to the European Parliament than we felt to be the case whilst this mandate was being considered. I believe that during this time this has been made clear to the bank and I hope it understands the message that Parliament has sent it. All’s well that ends well."@en1
