Good governance is central to economic progress and well-being in Africa and should be the first priority. It is a pity that this report gives it such scant attention and deals with it in terms which show excessive sensitivity to African regimes. There is no mention of the fact that most African governments have been tacitly or openly supportive of the Mugabe regime in Zimbabwe, with all the devastation that that regime has inflicted on the people of Zimbabwe. And we should not be trying to impose the template of the EU’s institutional structure on another continent without reflection on the appropriateness of such a structure for Europe, let alone Africa."@en1
