"Mr President, I would like to explain why I refrained from voting on the Hutchinson report. As a member of the ACP-EU Assembly I agree that development aid is not always effective. It is not well coordinated and it has high administrative costs. The rapporteur says that partner countries do not always identify with development strategy but that state aid is the only effective instrument – and here I agree – although it should of course be more predictable. I firmly believe that we must first and foremost harmonise priorities with other providers of financial assistance such as the US and countries which support their former colonies. The rapporteur has also underestimated the impact of China’s investment policy on developing countries. This policy does not respect either millennium development goals or other goals, but respects solely and exclusively Chinese commercial interests."@en1
