"( ) The June List is very positively disposed towards future enlargements of the European Union. However, it is of the utmost importance that the candidate countries meet the requirements laid down and are thereby fully democratic states governed by the rule of law on accession. The Copenhagen criteria must be met, the legislation that we agree on must not only be introduced but also upheld in practice and legal certainty must be guaranteed. The three countries that we have discussed today certainly have the potential to be Member States in the future, but it is important that we do not ease up on the requirements. Experience shows that progress is most rapid before membership negotiations are initiated and goes more slowly during the negotiations, particularly if these negotiations are perceived to be heading towards a successful outcome."@en1
