While I do not agree on some points such as including or not including certain external costs in the charge, I do agree with the ‘polluter pays’ principle. Mr El Khadraoui’s excellent work highlights the need to allocate the revenue generated from the charge to the transport sector in its entirety. Lastly, I believe that the revenue generated by charging external costs must not end up being another form of taxation."@en1
