"− Madam President, I voted for the report. Transparency is not just a symbol but a principle on which all institutional procedures should be based. Citizens and elective bodies must be assured the greatest possible access to documents held by the European institutions in order to enable them to participate effectively in the political process and to hold the public authorities to account for their actions. For this reason I argued strongly in the past for the publication of parliamentary attendance. Despite the progress made by the European institutions on openness and transparency, the situation cannot exactly be described as perfect and this recasting of Regulation (EEC) No 1049/2001 regarding public access to documents held by the European institutions should be seen as another step towards achieving an administrative environment where the availability of, and ease of access to, information are the rule rather than the exception. To conclude I would like to point out the great achievement recently accomplished: the European Parliament now uses no fewer than 23 official languages and European Community documents are available in all of these. This represents a guarantee of democracy."@en1
