"− The operation of gambling and betting is not the same as other economic activities, as some in this House believe. In its case law, the European Court of Justice has confirmed that it is Member States themselves who determine what level of protection they consider appropriate to protect their citizens against the hazards associated with gambling. The subsidiarity applicable here means that Member States must be able to control and to regulate their gambling markets in accordance with their traditions and cultures in order to protect consumers against the hazards of addiction, fraud and money laundering. In view of the additional risks involved in online gambling, I am convinced that national legislation cannot be replaced by pan-European self-regulation of the gambling industry. Therefore, I join the substantial majority of my colleagues on the Committee on the Internal Market and Consumer Protection who believe that a purely internal market approach to gambling is not applicable. I have therefore chosen to wholeheartedly endorse the Schaldemose report."@en1
