"The amendments by the European Parliament to the regulation on public access to the documents of the European institutions, especially to documents relating to the legislative procedure, are a catalytic step in safeguarding transparency and participatory democracy in Europe. Particularly important in my opinion is the requirement that every initiative or document designed to somehow influence the decision-making procedure must be published. We are all aware that various lobbies frequently try to influence the legislative procedure by putting forward their arguments. European citizens have every right to know what these arguments and interventions are. They must be able to judge the essence of them and evaluate the final stance taken by their governments, the European Commission and, of course, their MEPs. At least the same level of transparency should also be provided at national level by the Member States for their citizens on the basis of an express requirement in the European Parliament report, a call which we hope will very shortly be adopted by governments and national parliaments."@en1
